be carried out in general by the Naval Authorities, but that, if it should prove necessary to requisition a ship actually in Colonial waters, the requisition should be carried out by the Governor on behalf of His Majesty's Government. As it seemed doubtful whether the Governor had powers to carry out requisi- -tioning, I suggested in my telegram of the 17th. February that the requisitioning should be done in the name of the Shipping Controller by the Commodore; and in your telegram of the 2nd. March you concurred that the formality of requisition might be in the name of His Majesty's Government. The re- -quisitioning was accordingly carried out by the Naval Authori- -ties, the attached form of letter being employed. I enclose copies of subsequent correspondence with a local firm of
solicitors.
