We desire to put on record the fact that the Hong Kong Jockey Club had neither responsibility nor interest in these sheds (except as lessees of Nos.1 to 3) and that the Royal Hong Kong Golf Club were in no way concerned in the regulations, nor in the conditions governing the construc-

tion or use of the sheds.

With regard to the two Government Departments whoso BC- tions have so largely come within the scope of this enquiry,

we wish to place on record the conclusions we have come to respecting same.

Public Works Department.

We regret that the Director of Public Works has not in

previous years laid down definite standaras of construction

for these Race Stana mataheds.

Admitting that the lack of

reliable data, as to the strength of the material customari-

ly used in mat shed construction, makes the efficient check-

ing of plans difficult, has 18 haruly a valid reason for

dispensing with all criticism of contractors drawings, nei-

ther is the fact that no such check on the mathods of con-
