My dear Collins,
I wrote you in September last on the subject of
the scheme of rent allowances for officials here.
I think it is most likely that it shared the lot
of many other letters and went into the depths of the sea.
I venture therefore to send you a copy of it to-
gether with copies of other enclosures.
I am now the possessor of a house so have no per-
sonal interest in the matter and I understand that since I
wrote it a scheme of allowances in the case of absent wives
has been sanctioned. I an sure however you will allow me
in the interest of my co-officials to write again in case
my anticipations as to the former letter and its enclosures
are correct.
