I am directed to forward a report, published

in the Hongkong Daily Press of the 2nd October, of proceed- -inge taken by the Government against a Japanese on a charge of attempting to bribe Mr. J. D. Lloyd,

You will see that Mr. Lloyd informed the Court that you instructed him that he should not refuse presents

and that you considered it politic to accept them. He stated that you yourself received presents.

I enclose a copy of Colonial Office Regulation No. 46, and shall be glad to learn whether you did in fact permit breaches of this rule. If such was the case, you are

to furnish detailed particulars of any presenta which you personally received, and you are to forward forthwith to me suchpf them as are still in your possession,
