Your Petitioners submit that the reason for the granting of allowances retrospectively t
to subordinate officers being
the high rate of rents in Hongkong, there can be no ground for discriminating between one officer and another, as every officer
is equally affected by the high rents.

Your Petitioners therefore humbly pray that they may be
put on an equal footing with their colleagues in this matter.
