at the rate of $360 per annum should be paid retrospective- -ly from the 1st. January, 1913, pending the erection of Government Quarters; and permission was given accordingly in Viscount Harcourt's Confidential Despatch of the 16th. July, 1913.

The position of the Revenue Officers was somewhat different from that of the Overseers and Sanitary Inspectors. The Imports and Exports Depart- -ment was a new one, and the Revenue Officers were mostly junior men; whereas their scale of pay was £240-£270, being the same as that of the First Class Overseers and of Sanitary Inspectors of considerable seniority. Mr. Clarke and Mr. Sutherland for instance, on joining the Department in 1910, received salaries of £240 in place of their previous salaries of £140 and £110 respectively.
It was
found that, with free quarters, the posts were too attrac- -tive, as compared with posts held by men of senior stand- -ing in the Police Force; and so it was decided in the first instance to grant free quarters, as they became available, only to the Revenue Officers who had been appointed prior to the date of the approval of the grant of free quarters; and to make it known to new applicants that quarters would not be available. This policy was gradually modified, and by November, 1916, all Revenue Officers had been provided with free quarters.

Mr. Clarke and Mr. Langley having
been appointed prior to the date mentioned, were according-
-ly given free quarters as soon as available buildings had been completed.
