I have the honour to transmit the
enclosed Memorial, addressed to you by Mr. S. J. Clarke and Mr. L. A. Langley, Revenue Officers in the Importa and Exports Department.

In my Confidential Despatch of the 23rd. November, 1912, I recommended the grant of free quarters to Inspectors of the Sanitary Department and Overseers of the Public Works Department, and in paragraph 7 of that Des- -patch I suggested that the privilege should be extended to the European Revenue Officers who were required to live close to their work.

My recommendations were generally
approved, under paragraph 9 of Viscount Harcourt's Confi- -dential Despatch of the 8th. February, 1913; and in my Confidential Despatch of the 14th, July, 1913, I made
3. further definite proposals for the grant of free quarters
to all European Revenue Officers. These proposals were approved in Viscount Harcourt's Confidential Despatch of Sara the 14th, August, 1913.
