I should be very reluctant to approve of this pro- posal; it would make a most undesirable precedent.
The
Leewards Island case cited by Mr. Beckett is a very old one and concerns also quite a minor official.In such a case where theman's pension would be trifling, there was no doubt justification for the grant of a special bonus, but where,

as in the case of Mr. Chatham, the pension would be con- siderable there is no reason based on his necessites for such a bonus, and unless circumstances were highly ex- ceptional, the grant of such a pension would lay us open to applications from innumerable officers in the same position.
In addition to the censure on Mr. Chatham in connec- tion with the new Law Courts, it will be remembered that the Coroner's Jury in the case of the disaster at the Hong Kong race course implied a censure of the Director of Public Works for his failure to take steps to guard against such an accident.
Mr. Chatham's service therefore, however meritorios is not entirely without blame, and a very large number of officers might well claim to be treated similarly.

I would reply that the S.of S. would be very re- luctant to approve of such a precedent, and in any case is not prepared to commit himself to approval until the time for Mr. Chatham's retirement more nearly approaches.
