With reference to your Despatch No. 319 of

the 15th. December, 1916, I have the honour to forward the

following papers: -

(a). Memorandum by the Acting Superintendent of

Imports and Exports on the organisation of the

Statistical Branch of that Department.

(b). List of Statistical Headings referred to in

paragraph 3 of (a).

(c). Trade Returns for a portion of the year 1917.

The classification of goods in (b) is, as ¿ indicated in the Memorandum, based largely on that employed by the Chinese Maritime Customs. The general advantages of such homogeneity for a port occupying the position of Hongkong in relation to Chinese Trade are obvious. But such a course is specially justified by the fact that the Anglo-Chinese Customs Agreement of Hongkong now awaiting signature provides under Article XII that the Government and the Colony shall "collect and publish statistics of Imports and Exports.
