On the 23rd. March I received a telegram

from His Majesty's Ambassador at Tokyo, of which I enclose a paraphrase and also a paraphrase of my reply. It appears

that a telegram from the Consul to the Russian Ambassador at Tokyo on the 22nd. March was passed by the Censor as instruct- -ions to hold the Consul's telegrams were not issued until the following day. In pursuance of those instructions, which I endorsed, telegrams from the Consul to his colleague at Nagasaki and to the Russian Embassy in London are being held. I have also, after consulting the Commodore-in-Charge, csused telegrams from the Russian Embassy at Tokyo to the Russian Consul at Singapore, and from the Russian Minister at Peking to the Russian Consuls at Bangkok and Canton to be held pend- -ing instructions from the Admiralty whom the Commodore has consulted in the matter. The telegrams of the loosl Agents of the Russian Volunteer Fleet had been held for some days

before that.

Accommodation for twelve officers and 84

men from the "Tobolsk" and "Indigirka" is being provided in

the vacant Observation Station at Lai Chi Kok until it ia

possible to repatriate them and payment of all the expense incurred is being made from Colonial funds for the present.
