freight rates should be considered. If this were allowed in the case of the P. & 0. S. N. Company it would be impossible to resist a similar demand on the part of all other steam- -ship companies. I may mention that the Postmaster-General hat recently concluded an agreement for the conveyance of parcels to Europe with the Postmaster-General of Canada and the rates charged are only 10d., 20d., and 30d. at the three points of the triple scale; these sums cover the cost of sea and land transits from Hongkong to Liverpool.

I m therefore prepared, unless the Post Office has any objections to make, to instruct the Postmaster. -General to pay the P. & 0. S. N. Company in accordance with Postal Union rates for all correspondence carried on the Bombay-Shanghai section and to pay for parcels destined for places West of Bombay (Contract Service) 2d., 4d., and 6d.; for Bombay and places East of Bombay 4d., 8d., and ls. at the three points of the triple scale.

I should be glad if the Secretary, General Post Office, could be requested to make an adjustment of the amounts which have been overpaid to the London Office.
