With reference to your Despatch No. 267 of the 27th. November, 1917, in which you give your approval of Mr. Jaffé continuing to draw the special allowance of £240 a year while placed in charge of the Praya East Reclamation Scheme, additional filter beds, and catchwaters in connection

with the reservoirs, I have the homur to recommend that Mr. Jaffé be allowed to retain the title of "Special Engineer" granted to him while in charge of the Tytam Tuk Reservoir Works in accordance with the permission contained in Viscount Harcourt's Despatch lo. 151 of the 25th. May, 1912.

The works of which Mr. Jaffé will now

assume charge are equally heavy and Mr. Jaffe would I know

appreciate the continuance of the special title.
