Mr. Holme Lee refers expressly to the
last sentence of the Gov.'s tel. and I suppose
we can only accept the decision. Withdrawal of
trans-shipment facilities will no doubt interfere
with supply to some extent, though it certainly
seems very unsatisfactory to drive these:
supplies outside our control instead of keeping
them within it. The disadvantage to H.K. as a trans-ship
ment centre is also considerable.
On the whole: I would tel. in the sense desired,
and send a copy of our tel. officially, pointing
out the disadvantages of the ruling.
