I beg to submit my ranarks on this matter. Firstly I would inform you that I have had the stamp stock books theroughly audited for several years back, and there appears to be no error in them, indeed there is ample evidence to show the utmost care and accuracy on the part of the Hon. Treasurer. I onsider it regrettable that a more thorough enquiry was not made as to the surplus of stamps found by the Board of Survey in December, 1915, there must be generally speaking some explanation for such a large surplus ? It would also be of interest to know if the Members of the Board of Survey which was held in December, 1916, counted every sheet of Stamps (except sealed packets) and did not a œpt my previous "finding as correct. I put forward these suggestions not as criticisms, but I have so often seen Mr. Thomson make issues of stamps etc., and seen the great care he has always exercised, and in view of the accuracy of his books it suggests itself to me that the finding of the Board in 1915 might have made a mistake and that the Board in 1916 if they accepted certain "finding" of the previous Board made the error stand.
