The Board met on the 22nd. instant and con- -ducted a complete stocktaking of all Hongkong stamps and other postal matter in the Stamp Vault. The stamps, &c., relating to the Agencies, being held on direct charge of the Postmaster-General, cannot affect this matter and there for e were not counted. The stamps held on direct charge of the Hon. Colonial Treasurer were also counted.

The nett result of our investigations simply substantiate the fact that there is a deficiency of 5 sheets of 60 $1.00 stamps and we can put forward no theories to account for this deficiency, other than those already express- -ed by Mr. Thomson.

The stoess referred to by Mr. Thomson in his minute of 11th. April, 1917, was discovered in December, 1915, and consisted of:-

10 Sheets of 60 1.00 stamps.
