We have to acknowledge your letter No.

1988/1913 of the 5th. instant from which we understand that

His Excellency the Governor declines to extend the time for

complying with the conditions specified in the Crown

Solicitor's letter to us of the 28th. July, 1917, and that

the agreement enclosed in your letter of 10th, July, 1914, is therefore rescinded and cancelled as from the 29th January.

On behalf of our clients we must protest in

the strongest possible manner against the notion of the

Government in refusing to grant an extension.

We have already pointed out that the delay

which has arisen has been entirely due to conditions arising

out of the War, which have practically put a stop to all

undertakings of an engineering kind.

We are reporting this matter to our clients

in England and advising them to apply to the Secretary of

State for the Colonies for a reversal of His Excellency's

decision.
