With reference to your letter of the 1st. November, I am directed to inform you that the Government is unable to approve of the scheme being allowed to remain in abeyance indefinitely.

I am to request you, therefore, to submit be- -fore the 31st. December next a Bill to be brought before the Legislative Council authorising the construction of a tramway or light railway and providing for its running and working as laid down in Clause 2 of the agreement.
