With reference to your Confidential Des-
-patch of the 8th. November regarding the extradition of a 51469 Straits
certain Choy Wah, I have the honour to inform you that though TE
we know that this man was concerned in the piracy of the
S. S. "Taion" in April, 1913, we have not now sufficient
evidence to warrant our demn ding his extradition: the best
course to pursue would seem to be to endeavour to get the
Netherlands Government to banish the man, who is undoubtedly

a very dangerous man if possible to China or failing that to Batavia whence he could be passed on here and dealt with by
the Chinese Authorities.
