has had some years of the experience which actual practice
at one of the Metropolitan Bars in Great Britain alone can
give and who has thus acquired not only a wide knowledge of
the law but also that full confidence in himself which is
necessary for a strong control over the Court, and, I may add,
over the whole practice and administration of the law. I
would therefore venture to suggest that on the next vas on ry
the Chief Justice should be selected from the practising Bar
in England, Ireland or Scotland, and that the salary should
be increased to £3,000 a year. This sum will ensure that a
first class candidate can be obtained and I am certain that
the increased cost will be more than counterbalanced by
reduction in the cost of litigation. Moreover a strong
experienced Bench would be able to eradicate many evils which
have crept into the Courts here.

I may be permitted to make the suggestion I would recommend
that in connection with Judicial appointments in the
Colonial Service the example of India be considered where I
believe 50 per centum of the Judicial appointments are allott-
-ed to members of the Civil Service while 50 per centum sre
given to Barristers from Great Britain and Ireland.
