H. B. M. Consulate-General,

Shanghai,

18th January, 1916.

I am informed that money is being sent to

enemy prisoners of war through the Post Office.

His Majesty's Minister, to whom I refermed

on application from a British Bank, on the 3rd instant

informed me that the whole question of payments to such.

prisoners had been referred to His Majesty's Foreign Office

and that meanwhile he could not authorise payments or

remittances of any nature to such prisoners.

Under these circumstanoes I suggest that

postal remittances should likewise be suspended until I

hear further from His Majesty's Leration.

I have &0.,

(sd.) E. R. Fraser,

Consul-General.

T. Harborne, Esq.,

H. B. '■ Postmaster,

Shanghai.
