Sir.

I have the honour to inform you that the

Consul-General at Shanghai has addressed a letter to Mr..

Harborne, British Postmaster, at that Port, copy of which is

attached, in which he suggests that postal remittances to

enemy prisoners of war should be suspended.

2.

Mr. Harborne, who naturally regards a

suggestion from the Consul-General in the light of an

instruction hos totally suspended the issue of Lorey Orders

to enemy prisoners of war. The Postmaster-General has referr-

-ed this matter to the Postal Agent at Canton and the Agent

at that port acting under instruction from Mr. Consul-General

Jamieson has also suspended the issue of such Money Orders.

Therefore until further instructions have been received no

Money Orders or Postal Notes will be issued in my British

Postal Agency in China drawn in favour of an enemy prisoner

of war.

3.

Money Orders and Postal Notes payable to

enemy prisoners of war who are in British Territory continue

to be issued by the Hongkong Post Office md as it appears to be incongruous that the practice should differ in two British Post Offices so closely situated to each other as Hongkong

and
