This resolution was not agreed to when first
brought forward at a Meeting on the 16th November, and we
understood that a majority of the other members of the
Hospital Committee diesented from the President's view.
We were completely taken aback by the discovery
that the first of the three resolutions passed on the 25th
September had not been regarded by the President as an
undertaking to limit expenditure on the Extension to the
funds made available by you.
Someone else might conceiv-
ably have argued that the words "in accordance with" do not
bear the same meaning as "within the limite of", but we
could not see how it was possible for him to set up such a
ontention, seeing that, in a letter written to him on the
21st September, it had been explicitly stated that our aim
was to provide "that the limit of the funds made available
should not be exceeded."
We felt confident of the view you would take of
the statement that he had only assented 'with reluctance*
to the conditions which we had put forward. We were in no
doubt that you would agree that these conditions were
inseparable
