22nd June enclosing copies of the telegrams which had passed

subsequent to the despatch of your telegram of the 2nd May.

We now learned that in a telegram from the Secretary of

State for the Colonies to the Governor of Hongkong, sent

on the 17th May, it had been stated that :-

"When the Hospital is extended

"Extension will be named after the Colony."

We saw that Hongkong had then enquired :-

"When will Extension be commenced and what

"will the approximate coat be."

and that the following reply had been sent on the 29th May:-

"Additional accommodation will be taken as "soon as contribution is assured. No capital "expenditure except for extra equipment. Cost "of upkeep will be regulated according to funds

"made available."

We realised that it was subsequent to this, namely on the

15th June, that your Committee made their offer definite

and that they had done so on the strength of the three

promises thus made on behalf of the Hospital Committee.

We inferred that you had understood the War Office to

undertake (1) that additional accommodation would be

provided
