As an old retired Hong Kong Colonial Servant of 30 years' experience, a member of the English bar, and a late Justice of the Peace for that Colony, I venture to address you with the hope that my services & past experience may be utilized in the present crisis.

The last 20 years of my service was spent in the Hong Kong Supreme Court, where as Deputy Registrar and Accountant I obtained an intimate & practical knowledge of almost every branch of the law, but chiefly in Admiralty, Bankruptcy, Company & Probate law, and in Procedure & Accounts.

For 20 years Company law was my special supervision, and my book upon the subject was solicited and in constant use in Merchant office.

4.

I drafted the Rules & Regulations attached to the Companies' Ordinance of Hong Kong, 1911 - a labour which gave great satisfaction to the government.
