I had the meanour on the 19th ultime, to lay before you representations from Hongkong on the subject of Naval and Eilitary Fay on the China Station, where members of the services have suffered substantial lose for a considerable period owing to the advance in exchange. At an interview with Kr. Yaterfield on the 3rd instant 1 vas informed that the question had been settled by a new arrangment under which salaries up to 2300 per annun will be paid at the rate of 2/- to the ₫ up to 75% of the mount, and the remainder at the current rate of exchange; in the case of salaries over £300 per annum, the same arrangement will hold good up to that acount, and my surplus will be payable as regards
one half at 2/- to F. and the remainder at the exonsage of the day.
I understand further that it is not intended to make this consensia retrospective.
While recognising that these terms are some amelioration of the grievances to which we have called attention, my Cannittee regret that they aganet look upon them no satisfautory or amloul- ated adequately to relieve the heavy burdens which have for no long been borne by the Services. The concessions compare very unfav-
ourably with those granted by the "ongkong Government to the Civil Servants of the Colony, and presumably the doverament on the spot are in a position to estimate the exteat of the relief called for by the aireumstances of the case, parhapa with fuller knowledge than is available to N. M. Government at home,
