With reference to your letter (No.27332/1917) of

the 1st June, enclosing a copy of a letter from Messrs.

Shewan Tomes and Company, regarding materials for the

Green Island Cement Company, Hong Kong, I am directed by

the Minister of Munitions to state, for the information

of Mr. Secretary Long, that owing to the great shortage of

Manganese Steel for war purposes, it is quite impossible,

under present circumstances, to grant tis application.

I am, at the same time, to suggest, for the

consideration of Mr. Long, that it would be a great con-

venience if he would request all firme making application

for permission to export specific goods to apply direct

to the Priority Department of the Ministry.
