With reference to your letter No. 1771 of the 12th

instant enclosing copy of a telegram received from the

Governer of Hong Kong suggesting the exemption from the

requirement of Certificates of Interest for shipments to

Hong Kong of rattan and ebony from Dutch Borneo and Celebes

Ports with the exception of Makassar, I am directed by Mr.

Secretary Balfour to state, for the information of Mr.

Secretary Long, that there is no objection, so far as this

Department is concerned, to this exemption being put into

force.

I am to add that His Majesty's Consul-General at

Batavia has been instructed by telegraph that Certificates

of Interest will not in future be required in the above men'

tioned cases.
