With reference to War Office letter 20/General Number/4448 (A.G.12.) dated 30th April 1917, I have the honour to inform you that some of the Chinese coolies have now earned considerable sums of money which it is not desirable that they should keep on their persons. Officers and N.0.08. are not allowed to und er tace the custody of money of the Chinese coolies nd at the same time under-drawals of pay by the Chinese are also forbidden.

The question therefore of arranging for the remittance of money by the Chinese to their homes or alternatively of enabling them to save up their earnings until their return has now become a matter of urgency.

The question of remitting money to China through the medium of the Hong Kong and Shanghai Bank was taken up with a representative of that Corporation and the matter proved incapable of satisfactory arrangement.

A scheme for savings banks for the Chinese has

therefore been drawn up by the O.C., Chinese Labour Corpe,

consultation with the Faymaster-in-Chief.

The attached regulations describe the scheme and I have the honour to request that early approval may be given to their promulgation.
