I am afraid I must ask for another ruling. We proposed, at the beginning of the restrictions to Ceylon and S.S. that nurses detained should be paid an allowance not exceeding half salary if necessary. This proposal was not made to H.K., but no doubt that Colony would come into line if desired. But the subsequent arrangement to send out nurses at intervals has entirely changed the situation; and in the recent case of Miss Gillespie, who wished to remain a few months longer, only a short extension of leave on half salary was given, the matter to be reconsidered when another party is made up.
Miss Kelsey is the first nurse who has definitely declined to take the risk of the journey. She has already trenched on the "beneficial" six months leave. I would suggest the grant of two months on half salary from 9th Aug., the matter then to be re-considered.
The alternative would be to let her go to the M.O., without H.K. salary, and to explain the matter to the Governor.

I called Miss Kelsey and said I wouldn't take her under present conditions. She said she was very anxious to take this work if she could. I asked her what would happen if she sent in her resignation. (She doesn't seem to be guarded against having done so.) I warned her of the possibility that it might be accepted and that she might be dismissed.
I have had to find out if Miss Kelsey's appointment must be hacked back apparently there is no clause on the contractual establishment but she seemed to fear a heavy pecuniary penalty, so far.
As Nursing Superintendents have said that Miss Kelsey might be retired at 3 months' notice.
