20. If the man applies for settlement by a lump sum, or if the contractor recommends that course, reference should be made to the War Office. C
21. Grants under the scheme are treated for purposes of health insurance like payments under the Workinen's Compensation Act. No deduction must be made from allowances under the Scheine ou account of sickness or disable- ment benefits under the Insurance Acts. The War Office will ascertain through the contractors particulars of the man's Society, &e, and details of payments made since his return, and will inform the Insurance Commissioners (Forms I, in W. 4 and 5).
22. If 3 months have elapsed since the occurrence of the injury or con- mencement of the sickness, the case should be specially referred to the War Office.
23. When the contract is about to expire, the contractor should inform the War Office, so that steps may be taken to take the case over, unless the contractor is willing to continue to administer it.
24. If a man dies from an injury or sickness specifically due to his employ- ment abroad after being invalided to this country, the War Office should be informed. Should a claim for compensation be make by his dependants, it should be forwarded to the War Office for consideration with any observations the contractor may have to make as to dependency, &c., and with a statement of the period and amount of any injury pay issued. Care should be taken not to commit this Department.
(2) Injury or Sickness not specifically attributable to the employment.
25. Sick pay (ie., weekly rating exclusive of overtime) may be specially allowed while the man is abroad for a period not exceeding three months. (See paras. 11-13 above.) Ou returning to the United Kingdom :-
(a) If the man is an insurable person under the Insurance Acts, sick pay will cease; except that in the case of railway clerks or others who may be entitled to special terms nuler agreements approved by the Commissioners benefit may be paid and reclaimed from the War Office, as though the sickness had occurred in this country on the same date.
(5) If the man is excepted (not exempted) from the Insurance Acts, sick pay may be continued up to the end of a total period of three months, provided the man continues to be unable to work through the same disability. If still disabled at the end of three months, reference should be made to the War Ofice. The same procedure as to me lical certificates, &c., should be followed as in paras. 16-19 above.
(c) The War Office does not undertake to pay any arrears of insurance contributions.

(d) A man so invalided is not entitled to free treatment in a military hospital. If so treated, he will be liable to a stoppage of 2s. a day.
(3) Accounts.
26. Payments made by the contractor at home under the foregoing para- graphs should be reclaimed by him from the War Office (Sub-division F3), the claims, supported by pertinent medical certificates, and the men's receipts. being submitted periodically on forms (Form I. in W. No. 6) obtainable from the War Office. These claims should be rendered separately from other accounts relating to the contract. Where the payments are considerable in amount, an advance on account may be applied for,
APPENDIX.
SCHEME as to pensions and grants and other allowances in the nature thereof, framed by the Army Council with the consent of the Troasury, under the terms of the Injuries in War (Compensation) Act, 1914 (Session 2).
(1) This Scheme shall apply (a) to the classes of persona specified in the Schedule hereto and (8) to other persons (not being officers or men of any of His Majesty's forces) employed on shore out of the United Kingdom whether directly or indirectly by or under the Army Council (including persons in the employment of contractors for the Army Council or their sub-contractors) in connection with warlike operations in which His Majesty is engaged, the terms of whose employment include them in the Scheme; and, in the case of the death of any persons to whom the Scheme applies, to the widows or other dependants of such persous.
This Scheme shall apply only to British subjects unless the Army Council shall otherwise provide in regard to any particular person or body of persons.
(2) If a person to whom this Scheme applies is incapacitated by personal injury by accident arising out of and in the course of the employment above referred to, or if he is incapacitated whilst so employed by sickness specifically attributable to the nature or conditious of the employment abroad, he shall be granted a weekly allowance equal to his average weekly earnings during the period of his employment as in paragraph (1) if he has been so employed for less than twelve monthe, or during the last twelve months of that employment, if he has been so employed for that or a longer time. The allowance shall be payable for the period of his being incapacitated for work, not exceeding three months. Shonld the incapacity continue beyond three months, un allowance of three-quarters of such earnings shall be paid to him for a further period not exceeding three months; and should the incapacity still continue beyond that period, an allowance of half such earnings may be paid so long as, in the opinion of the Army Council, there is a reasonable possibility of the person recovering and being able to resume work,
(8) If the incapacity referred to in paragraph (2) continues beyond the period for which the allowance under that paragraph. is payable, a weekly allowance shall be paid during the con- tinuance of the incapacity not exceeding half the average weekly earnings calculated as above, such allowance in no case to exceed £1 a week, provided that it shall, subject to the maximum of £1, be at not less than the following rates, viz., when the person's capacity to contribute towards his own support has been shown to have been :-
(1) Totally destroyed, one-half of such average earnings.
(2) Materially impaired, three-eighths thereof.
(3) Impaired, one-quarter thereof.
(4) Slightly impaired, one-eighth thereof."
