December 1917.

Sir,

I have laid before the Lords Commissioners of

His Majesty' Treasury Mr. Grindle's letter of the 6th instant (57752/1917), enclosing copies of correspondence regarding the manner in which the bonus paid to officers

on the Emergency list of the Royal Navy should be treated

for the purpose of the allowance from Colonial Funds which

is granted to Colonial civil officers who are lent for

service with the Navy or Army during the war.

In reply I am to request you to inform Mr.

Secretary Long that in the event of a similar case arising in connection with a member of the Home Civil Service, the

weekly payment of bonus after 3rd August 1917 would be treated as part of his naval pay in determining the amount of the civil salary (if any) which the officer

would receive.

My Lords would not however think it necessary

to make any deduction on account of the lump sum payable

in respect of arrears of bonus up to the 3rd August last.
