Sir,

I am directed by the Lords Commissioners of His Majesty's Treasury to acknowledge the receipt of Mr. Grindles letter of the 7th instant (40440/1917) enclosing a copy of Ordinance No. 18 of 1917 of the Legislature of Hong Kong.

In reply I am to request you to inform Mr. Secretary Long that subject to the concurrence of the Army Council My

Lords agree that the revenue raised under this Ordinance may be deducted from the Colonial Revenues in the calculation of

the revenue assessable to military contribution.

On learning that the Army Council concur in the above exemption and subject to Mr. Long's concurrence in its

terms, My Lords will cause a Treasury Minute to be laid before

Parliament, a draft of which is enclosed. In the meantime

I am to request that Mr. Long will convey to the Colony an

expression of Their Lordships' grateful appreciation of their

further contribution towards war expenditure.

My Lords would be glad to learn what are the estimated quarterly proceeds of the special rate.
