Sir,
I am directed by the Board of Trade to state, for the information of kr. Secretary Long, that a firm who applied to the Department of Import Restrictions for a licence to import prohibited goods, produced in support of their application a document, of which copy is attached, purporting to be a copy of a circular issued by the Acting Superintendent of Imports and Exports at Hong Kong.
I am to observe that this circular, if it is in fact a true copy of what was issued,contains statements which differ in certain important respects from those contained in the telegram which Mr. Long caused to be sent to the Governor on
Bd.Ide feneral 18th April (0.0. reference 19619) and in its present form is
inaccurate.
In clauses 1 and 2 it is most important to add the qualification that goods which will be admitted under the concessions referred to must have been en route to the consignees
in the United Kingdom or paid for by them on or before the
