"ith reference to your letter of the 30th April (No.20344/1917) enclosing copy of a despatch from the Gover- nor of Hong Kong respecting the British Ships (Transfer Restriction Act, 1916, I am directed by the Board of Trade
to state, for the information of Ir Secretary Long, that a company owning or mortgaging a ship possesses the whole interest in the ship, and the various shareholders have
technically no "interest" in the ship as they are unable to do anything in regard to it in their private capacity. There is, therefore, no objection to a company with foreign shareholders signing the declaration prescribed under the Act unless the company is foreign controlled within the mean-
ing of the Act.
