Sir,
With reference to your letter of the 16th instant, No. 50663/1917, regarding the services at Hong Kong of an Indian named Nashim, I am directed by the Secretary of State for India to explain that the title of "Khan Sahib" is in the gift of the Viceroy, and that the Secretary of State is not ordinarily consulted as to the bestowal of such an honour. It may, therefore, be anticipated that the Government of India will deal with the proposal of
the Governor of Hong Kong without reference to this Office,
