Sir,

In accordance with the arrangements I made with you on the 5th instant, I have pleasure in reviewing the position of Trade Marks used in connection with goods imported into this country or on goods manufactured locally. i have accordingly set out, in as concise manner as possible, the conditions under which merchants have hitherto carried on their trade, the growing disabilities and positive danger of the future and the advantages to be derived both by Foreign and Chinese merchants (also by the Chinese Government) in promulgating an Act whereby registration of all bona fide and novel Trade Marks may be secured to their rightful omers and protection afforded to such omers against infringements by unscrupulous

traders,

England has undoubtedly held in the past the leading position as suppliers of imported goods into China and thereby owns the largest number of registered Chops and the majority of what may be termed "proprietory" Chop which, although not registered in England, are recognised as being the exclusive property of the original users on certain classes of goods.

It is essential that a clear understanding with regard

to these "proprietory" Chops is acquired and to do this I

must ask your indulgence in detailing reasons why registration

on certain classes of goods is unobtainable in Great Britain,
