Foreign Office to Board of Trade.
Foreign Office, November 21, 1917. WITH reference to my letter of the 24th September and previous correspondence on the subject of the restriction of the exports of morphia and cocaine to Japan, I am directed to inform you that Mr. Secretary Balfour has received a letter (copy enclosed) from the War Trarle Department enquiring whether the restriction is to be applied to codeine and other opium alkaloids.
Mr. Balfour is of opinion that, in order to avoid evasion, the restriction should be extended in the manner suggested, and, subject to the concorrence of the President of the Board of Trade, he proposes to inform the War Trade Department accordingly with a view to the immediate issue of a notice amended so as to include the opium products to which reference is made.
