With reference to the letter from this Office of
November 22nd., I am directed by Mr. Secretary Balfour to enclose herewith, copy of a telegram from His Majesty's Minister at Peking relating to the visit to Hongkong of
a squadron of Chinese ships-of-war.
Subject to the concurrence of Mr. Secretary Long,
Mr. Balfour proposes to telegraph to Sir J. Jordan
approving the terms of the communication which he pro-
poses to make to the Chinese Authorities on the subject
of the ships of the Central Government visiting Hong-
kong and the undesirability of their using the Colony
as a base for their naval operations against Canton.
