I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, forwarding copy of a despatch from His Majesty's Chargé d'Affaires at Peking regarding the closing of the ports of Shanghai and Canton to opium, and to say that lie concurs in the proposal to approve the terms of Mr. Alston's note of the 26th June to the Chinese Government.
He also concurs in the view expressed in the last paragraph of your letter regarding the provinces recently inspected.
