With reference to your letter No. 53360/1917 of
the 31st ultimo, transmitting a copy of a telegram
from the Governor of Hong Kong relative to the
embargo on Dutch commercial telegrams, I am directed
by Mr. Secretary Balfour to state, for the informa-
tion of Mr. Secretary Long and after communication with the Director of Special Intelligence, War
Office, that it is considered essential in the national interests that the embargo on telegrams to and from Dutch territory should be maintained, but
that arrangements have been made by the Censorship
Authorities to pass telegrams which are considered
to be in British or Allied interests.
