Sir,
Foreign Office, September 24, 1917. WITH reference to your letter of 22nd June, 1917, I am directed by Mr. Secretary Balfour to state that the Japanese Government have now been informed that His Majesty's Government propose to enforce the scheme for the prevention of the smuggling of morphia and cocaine into Manchuria at once, and that they count on the support and co-operation of the Japanese authorities in this endeavour. There is therefore no longer any objection to refusing licences for export unless they are supported by certificates obtained from the Japanese Home Office, or from the Japanese authorities of the Kwantung Leased Territories, to the effect that the morphia and/or cocaine is for actual consumption in Japan or in Darien and its vicinity, and is for medical
purposes only.
Mr. Balfour will be glad if the necessary instructions can be issued accordingly. A communication in this sense has also been addressed to the War Trade Department and to the Home Office.
