I am directed by Mr Secretary Balfour to transmit to you herewith a copy of a letter from the Board of Trade enclosing the original of a letter addressed by the British Vice Consul at Frederiksstad
to Messrs. Meyeunk of Hongkong.
2. It appears to Mr. Balfour that there is no reason why Mr. Thiis should not communicate with German firms in Hongkong which are being administered by liquidators since it is for His Majesty's Government to decide whether the businesses should continue and
as long as they are allowed to continue there would seem to be no reason why Mr. Thiis should not trade with them.
3. Mr. Balfour also sees no objection to Mr. Thiis stamping his note paper "British Vice Consulate" since he gives his services to His Majesty's
