India Office, May 7, 1917. IN reply to your letter dated the 27th April, with reference to the agreement made between the importers of Indian opium at Shanghai and the Chinese Government for the disposal of the stocks of unsold opium, I am directed by the Secretary of State for India in Council to state, for the information of the Secretary of State for Foreign Affairs, that he concurs in the proposal to authorise His Majesty's Chargé d'Affaires at Peking to recognise this agreement, subject to the qualifying communications proposed in the last paragraph of Mr. Alston's despatch, if approached on the subject by the Chinese Government.
