India Office, February 27, 1917. WITH reference to my letter dated the 21st February regarding the proposed inspection of the six provinces of China remaining open to the importation of Indian opium, I am directed by the Secretary of State for India in Council to forward, for submission to the Secretary of State for Foreign Affairs, a copy of a telegram from the Government of India dated the 24th February.
I am to suggest for Mr. Secretary Balfour's consideration that it may be desirable to send a further telegram to Alston, in continuation of the telegram No. 57 of the 23rd February, drawing his attention to the desirability of making the inspections as thorough as possible.

February 24, 1917. PLEASE refer to despatch No. 338 of 16th December last from British Minister, Peking, to Foreign Office." In view of opium traffic in Kuangsi, we would ask, with reference to our telegram dated 27th February, 1915, that if inspection of further Chinese provinces is to be proceeded with, British authorities should satisfy themselves that suppression of local opium is effective.
