Sir:-
I am directed by Mr. Secretary Balfour to
transmit to you herewith copies of two letters from
Mr. Carl Klarer, a prisoner of war interned in
Knockaloe Camp, requesting that certain dividends
due to him from investments in British companies in
China, which have been paid into the Alien Enemy
Account at the Hong Kong and Shanghai Banking Cor-
poration in Shanghai, may be transferred to his
account and made payable to him through the Command-
ant of the camp.
2. Mr. Balfour understands that there is no ob-
jection to a prisoner of war having money sent to
the Commandant of his camp on his behalf, and I am
therefore to request that Mr. Secretary Walter Long
will cause the necessary authorisation to be given
to the Hong Kong and Shanghai Banking Corporation
for the remittance of the money in accordance with
Mr. Klarer's request.
