Ordinance No 63 of the Ministry of Communications.

The following restrictions are applied to the

treatment of foreign mail-matter, Japan-China mail

matter, foreign telegrams, Japan-China telegrams, foreign wireless telegrams, Japan-China wireless tele- grams, and foreign postal money orders.

This Ordinance shall be enforced from Decem-

ber 25th 1916.

1. Articles and telegrams despatched from or addressed to enemy countries shall not be transmitted by post offices and telegraph offices.

2. Articles despatched by or addressed to enemy persons shall be held to be prohibited postal matter. Telegrams despatched by or addressed to enemy persons shall not be transmitted by telegraph offices.

4. Postal money orders despatched by or addres- sed to enemy persons shall not be accepted or paid by post offices.

5. The provisions of the four preceding clauses shall not be applied in the case of matter despatched by or addressed to diplomatic officials accredited to Japan. The same holds good in the case of matter specially permitted by the Minister of Communications.
