post. I am calling the attention of the Japanese
Government to these two points and hope that it will
be found possible to deal with them satisfactorily,
either by regulations framed under the existing
Ordinances or by means of fresh legislative enact-
ments.
Copies of this despatch have been sent to the
General Officer Commanding His Majesty's Forces at
Singapore and to the Governor of Hong Kong.
