With reference to my despatch No.615 of November 24th last, transmitting to Viscount Grey a copy of my despatch of November 24th to the General Officer Commanding His Majesty's Forces at Singapore on the subject of Japanese censorship regulations, I have

the honour to transmit to you herewith:-

A translation of Notifications Numbers 1141 and 1142 issued by the Ministry of Communications

for the elucidation of Ordinance No.63.

It is satisfactory to note this step in the right direction which has at last been taken by the Japanese Government, but the value of this Ordinance will be small unless some effective system of cen- sorship be introduced, whilst there seems to be no provision for checking the flow of "Ghadr" literature which continues to be delivered through the Japanese

post.
