I have the honour to inform Y.E. that with the
object of now controlling the correspondence of enemy
countries and enemy persons there have been published
in the official Gazette of the 18th instant.Ordinance
No.63 of the Ministry of Communications and Notifi-
cations Nos.1141 and 1142 of the same Jept. and there
regulations come into force from the 25th instant.
however in consequence of such enforcement it is
possible that delay in transmission may, as a matter of
course, result in the case of mail matter not having
the sender's names and address marked on the outside,
it is considered that it would be expedient that
matter despatched by, or arriving for Diplomatin
Officials and Conmilar officers etc. in this country
should, as far as possible have clearly inscribed on
the outside of the cover the sender's names, official
position and address. Having been requested by the
Ministry of Comunications to draw your attention to
the foregoing, I beg that Your Excellency will note
the game and will further he so good as to take prompt
steps to notify in this sense H.R.M.Consular OfficerE
stationed in Japan
