Sir,

I have the honour to state that the P,& O. service

to the Malay Peninsula and China has been suspended from the

beginning of June, 1917, until further notice. The Company

offered to carry our passengers to Bombay and to arrange for

the issue of rail tickets thence to Calcutta or Negapatam,

whichever port might be more suitable in each case, and for

a further passage from one of these ports to Penang,

Singapore, or Hong Kong. We have considered the relative

cost and advantages of this and alternative routes, and find

that the only other route now open with a regular service is

by the steamers of the Nippon Yusen Kaisha. We estimate the

relative cost of passages as follows:-
